I have also enabled the optional feature "Internet Explorer Mode". When I click the IE Mode button the web page refreshes but does not change to IE Mode.

And the IE compatibility settings in Edge are still locked out. on a stand-alone device, these settings are not greyed out and you can simply turn that toggle on and Edge allows you to reload any page in IE mode from under the tools menu.
